Probably right, and Maxwell smart is no slouch in the tech department, what with his shoe phone and other various spy gear.

Inspector Gadget has a tech advantage but Maxwell Smart would be able to outsmart him considering Inspector Gadget's gullibility and general lack of situational awareness, likely causing Gadget to use his own arsenal against himself so my vote is on Smart.
