Ahh okay so I use an 8BitDo Wireless USB Adapter which isn't really a bluetooth receiver, it looks like it's doing something funky in between so things are not showing up in the bluetooth menu. One joycon connects and it actually works as a controller by itself, but the second one won't connect.

Which Bluetooth receiver do you use?

i use this monster but it's a bit tricky to get working with the normal windows bluetooth stack as you have to choose the right driver in the device manager

for a cheaper option this guy works fine as long as there isn't too much radio interference
